Joe Matthews on Nicolas Berggruen’s California Project

Joe Matthews, a close student of California politics, has written a detailed profile of Nicolas Berggruen, a billionaire investor who has invested considerable resources in devising a grand strategy for institutional reform in the Golden State. Rather strangely, Berggruen’s effort, which among other things calls for income tax simplification and tax increases, deliberately avoided addressing the legacy of Prop 13. My own view is that there is a strong conservative case against Prop 13, and more broadly against California’s post-Serrano limitations on local fiscal autonomy.
