The Expansion of Tricare

Charles Lane describes how Tricare, which was originally intended to provide medical care for active-duty military personnel and their families, has expanded to include a large and growing number of retired military personnel, driving up costs and threatening to crowd out other defense expenditures. Though the Obama administration has made an effort to contain the growth of Tricare expenditures, Republicans have been resistant to the idea at the behest of the veterans’ lobby, which has championed such programs as “Tricare for Life,” a free medigap policy for military veterans over the age of 65.
