My Dad has been conducting informal surveys of people in Philadelphia cab drivers, waiters, and others he interacts with on e a daily basis and reports meeting many people who you could call "Anti-Bush undecideds." They dislike Bush immensely. They find him in articulate and uncompelling, and are angry about the perceived mishandling of Iraq. But they recognize that security is the defining issue of the election, and cannot commit themselves to Kerry because they fear too much is at stake. However much they detest Bush, they believe he understands the stakes in the war on terror. About Senator Kerry, they know no such thing.
