Hearing Balance

Senator Specter notes that the list of outside witnesses is more balanced under his Chairmanship than the historical norm. Both Democrats and Republicans got to invite 15 witnesses each. The past practice was for the majority to have far more witnesses than the minority (and, I would add that in many committees, the minority witnesses would be stuck testifying late in the afternoon, after the wire service deadlines).
