Kaine does at least fit part of the profile for Democrats who win Senate seats from Virginia since the Commonwealth became a two-party state in the early '70s: former Governor (only Webb won without this on his resume). But Kaine's term wasn't as successful as those of Chuck Robb and Mark Warner, and his high profile as chief apologist for Obama, Reid, and Pelosi at the DNC hasn't increased his stature at home.
He might be the toughest opponent on paper for George Allen but hardly in reality. A lesser-known Democrat might be able to run against Allen's flaws without his own being evident.
