Perhaps this isn’t the single-toughest month any incumbent president running for reelection has faced — May 2004, when the Abu Ghraib prison abuse story dominated the headlines for weeks, was pretty tough for the Bush administration — but this has to rank among the worst political months for any incumbent president.
