Mark, I think the main argument against any kind of draft proposal is that the army now is so high-tech that it often takes about a year to fully train a soldier.  The return on the massive training investment comes in subsequent years, so we need soldiers to sign on for lengthy terms.  This leaves little choice but to go with an all-volunteer force.
