Last June, John J. Miller alerted folks to Virginia’s new punitive drivers’ fees and suggested, “This isn’t because Virginians are especially reckless drivers who require draconian disincentives in the name of public safety—it’s a Richmond money grab.” It was actually a bit worse as the bill’s sponsor, David B. Albo moonlighted as a partner in a law firm positioned to receive an influx in cash from defending those against whom such fines were pending. Albo and others said this wasn’t motivated so much by revenue generation than by safety. Well, the year’s done and the data is in, and it looks like John was right.
