Loaning Money

Does anyone know why it is legal for a person running for office to loan their own campaign money with the expectation it will be paid back? I understand that candidates can flat out spend their own money, but how does a loan repayment work legally? In other words how can money contributed by voters for a campaign wind up later in the candidate’s personal bank account? Isn’t there a “color of money” issue there?
