Obama’s Slurpee

In proposing a less-than-comprehensive freeze on federal spending, the president is recycling an idea from the 1988 campaign. George H. W. Bush offered something similar, which he called a ”flexible freeze.” In his only clever line of the entire election year, Michael Dukakis dismissed it as “an economic slurpee.”
