I noted yesterday that the Obama budget will spend lots more on disparate-impact lawsuits at the Justice Department’s civil-rights division. Meanwhile, at the Department of Labor, the Office of Federal Contract Compliance Programs — which polices the affirmative-action plans of government contractors to ensure that they set “goals” and “timetables” for hiring and promoting women and minorities where they are “underrepresented” — will enjoy a budget increase of 38 percent, from $82 million to $113 million.
