As Dan noted, President Obama wants to get the START treaty in the lame-duck. I checked in with John Bolton, and this is what he says:
It’s ram-and-jam time. With a treaty with such long-term ramifications, the decision clearly should wait for the new Senate. Mark Kirk and Joe Manchin are two of the three Senators who can take office immediately because they are filling unexpired terms. They should be surrogates for the other newly elected Senators, and their message should be: not in the lame duck. They need time to study the issues, and if there are no problems with the treaty, then waiting a few months can’t be a problem. Senate Republicans should stick together on this. They didn’t fight the 2010 election so hard to start giving things away in the last days of this Congress.
