Bank of Ireland ATM networks, online-banking systems fail. Cash withdrawals may be limited; the problem seems to be technical, not financial, but, still, eesh.

Throughout the financial crisis and bailouts, the U.S. consumer-banking system continued to function without trouble: ATMs worked, accounts were accessible, etc. FDIC moves and other interventions went pretty smoothly. Institutions matter!
