As expected, Leader Reid has taken the Senate into executive session to begin consideration of New START. Senator DeMint will, it seems, object to the unanimous consent request to waive the clerk’s reading of the 300-page treaty. That will delay further action by hours.
When debate itself gets under way, Reid will reportedly allow Republicans to offer amendments to both the treaty itself and the ratification document. He does this, presumably, not to get the 60 votes he already has for cloture, but to get the 67 he needs for ratification. The process will take about two days.
UPDATE: The read-aloud has been called off, as Democrats have agreed to run the clock anyway, getting debate time extended whilst saving the clerk’s voice.
