President Obama addressed foreign policy and an ongoing war as if they were adjuncts to the Department of Education. If he continues to be lucky, there won’t be foreign-policy crisis over the next two years of his presidency. But that’s not the way to bet. Dismissing a war with a one-sentence reference in a speech does not mean it’s over.
