I think many viewers from other countries would see this perceived lack of U.S. influence as a major improvement in foreign relations.
Tumby Jngh: Yes, I am sure the Libyan populace is extremely pleased that the US has not set up a no-fly zone over them. They are also chuckling to themselves that Obama is waiting on an international consensus as to supporting them when in fact one was reached a long time ago in Europe and Obama is curiously absent from that international consensus. "Oh, that nasty W!" they must be thinking.
