Reversing Walker

Like Josh Barro, I keep reading that Democrats will reverse the new collective-bargaining law in Wisconsin “the next time they take power.” But let’s keep in mind that they have to take total power: both houses of the legislature and the governorship, since it’s unlikely that a Republican governor or state legislature would let any reversal legislation through. Just beating Walker in 2014, or even recalling him before then, wouldn’t be enough. And of course one likely long-run effect of the legislation is to make it harder for Democrats to pull off that total sweep — which is, after all, the main reason the Democrats were opposing it in the first place.
