The Obama administration has made it clear it does not want to command the Libyan intervention for very long. But discussions over a successor command structure are bogged down by infighting. The French want an Anglo-French lead, but the Brits want NATO to step in. Germany and Turkey — NATO members both — don’t want the alliance to go beyond its limited role of enforcing the arms embargo in the Mediterranean.
If America is really in a “managed decline” I suppose the Euros are going to have to figure out how to do these sorts of things for themselves. . .
