There will be no law restricting anyone’s ability to burn the Koran. If any American jurisdiction passed such a law, the Supreme Court would certainly strike it down, possibly with nine votes.
Something else that won’t happen: the balanced-budget amendment that has E. J. Dionne Jr. so exercised today. He says that the amendment would limit federal spending to the share of GDP it had in 1956. If that’s true, there’s no way two-thirds of Congress and three-quarters of the states will agree to it. So why worry?
