House Won’t Authorize Libya War, But Won’t Defund it Either

Think the president has overstepped his constitutional bounds in Libya and/or that our intervention there is unwise? Fine. Defund operations. Think the War Powers Act is itself unconstitutional and/or our mission in Libya is righteous? Fine. Pass a resolution in support of it.

Today the House has failed to do either. Earlier a vote explicitly authorizing action in Libya failed. And just now a measure that would have cut off most funding for military operations there failed as well, by a vote of 180–238 — 144 Republicans and 36 Democrats voted for the measure.
