Until negotiations with Iraq on the Status of Forces Agreement broke down last week, however, you were pushing to keep several thousand troops in Iraq beyond the end of this year. Why were you, for the last several months, actively trying to reach an agreement that would have violated your campaign promise? What happened last week to give your campaign promise primacy over your judgment that several thousand U. S. troops needed to remain in Iraq?
