I doubt that any political damage from the payroll tax fiasco will be long-lasting. Are the Democrats really going to run against House Republicans for favoring a year-long extension? But the way the debate unfolded was a little window into how a government shutdown during the CR or debt-limit debates probably would have gone down: Senate Republicans would have buckled and left House Republicans isolated in an unsustainable position.
