It's a grand political gift from President Obama to the banks. Only 5B is to be paid in cash. The rest is comprised of refinancings/principal reductions which would have taken place anyway.
Not even Bush was as generous with the financial community as President Obama has been.
And I say all this as a Dem who works in the financial sector. Unfortunately, my firm has not directly benefited from Obama's largess.
