What Are Obama’s Plans if He Wins a Second Term?

As Noah noted below, a hot microphone picked up the following exchange between President Obama and Russian President Dmitri Medvedev :

President Obama: On all these issues, but particularly missile defense, this, this can be solved but it’s important for him (apparently referring to Vladimir Putin) to give me space.

President Medvedev: Yeah, I understand. I understand your message about space. Space for you…

President Obama: This is my last election. After my election I have more flexibility.

President Medvedev: I understand. I will transmit this information to Vladimir.

What, precisely, are “all these issues” (besides missile defense) that President Obama plans to solve in his second term? Why has he shared them with the Russian president but not the American people?

Why the reference to his “last election?” Would he not be able to do what he wants if he had to stand for reelection?
