President Obama is furious about the way his agenda seems to be stalling. (Just watch his latest press conference.) The Toomey-Manchin bill on background checks went up in flames on Wednesday in the Senate, and immigration reform has an uncertain future. Of course, the White House’s poor whipping operation is part of the problem, but it’s not the whole story. Another reason why Congress isn’t rushing to follow the president’s demands is a little-known procedural guideline called “regular order.” Over on the homepage, I look at how Speaker Boehner is (mostly) following this rule, and why that has real consequences for the president.
