In Ted Cruz’s Defense, He Never Said It Would Work

by Rich Lowry

Further to Ramesh’s post below, the House shouldn’t have been shocked when Cruz said he doesn’t have the votes in the Senate, because he’s never said otherwise. This is explained in Bob’s piece yesterday. There never was a “plan” to defund Obamacare, in the sense of a legislative strategy crafted around having the votes for victory, there was a hope that if the House voted to end Obamacare in the context of a shutdown confrontation, a wave of popular support would crash into Washington and make Harry Reid and President Obama surrender on their most cherished initiative. Anyone who thought there was a plan or even a detailed understanding of the procedure was sadly mistaken, and should have paid closer attention.
