Robert Doar on Ryan’s Poverty Program

Robert Doar, an AEI fellow who ran New York City’s immense welfare programs under the Bloomberg administration — which oversaw probably the most effective, conservative welfare programs of the past decade — sat down with Andrew Smith, an intern for the Agenda, to talk about the federal anti-poverty plan Paul Ryan announced last week, which would offer states the opportunity to consolidate a lot of their federal anti-poverty programs into a block grant (among other ideas). Andrew talked to him about whether states would even be interested in such an idea, whether they have the capacity to do useful things with that ability, and more.
