Lott Correction

Tim Russert this morning explained that if Lott resigns from the Senate this year, the Governor only gets to appoint a 90-day replacement until a special election. If he resigns from the Senate next year, i.e. next month, then the governor’s appointment is permanent through the next general election. If this is wrong, please let me know.
