JIMMY CARTER TO THE RESCUE!

Houston voters are supposed to face a ballot question on racial preferences
next month, despite the best efforts of the city to have the referendum
delayed. Judge Sharolyn Wood rejected a motion yesterday to stay an order
she issued last August. Yet the city council still isn't likely to move
forward with the vote, currently scheduled for January 22 by Judge Wood. A
possible outcome: Mayor Lee Brown is held in contempt and the city is
ordered to pay a fine (perhaps one that accumulates daily until an election
is held).
Two years ago, voters rejected the measure, a clone of California's
Proposition 209. But Judge Wood ordered a new election because the city
council had tampered illegally with the ballot language. Houston's efforts
to stymie the initiative were disgraceful to begin with; now they're
insulting. Perhaps it's time for Gov. George W. Bush to invite Jimmy Carter
for a visit. Somebody needs to guarantee that Houston's third-rate
potentates hold a free and fair election.
NO CAULIFLOWER?

President Clinton and Hillary beamed with delight yesterday as a children's
choir from Santa Monica (that's Spanish for "St. Monica," by the way)
changed the words to a popular Christmas song: "On the 12th day of
Christmas my true love gave to me/ 12 eco-days/ Save spotted owls/ Homes
for the homeless/ Food for the hungry/ Produce organic/ No cauliflower/
Seas I can swim in/ Air I can breathe/ All solar power/ No rush hour/ Good
guys on TV/ And a world where people are free."
MERRY CHRISTMAS!

Earlier this month, U.S. District Judge Susan Dlott ruled against a lawsuit
claiming that a Christmas holiday for federal workers violates
Constitution. "The Establishment and Santa [are] both worthwhile
Claus(es)," wrote Dlott.
AND HAPPY MILLENNIUM!

This is the final Washington Bulletin of the year, the century, the
millennium. Will it be the last one ever? We're filling our water bottles,
loading our guns, and heading out to the hills for Y2K. You'll hear from us
again in about two weeks. We hope.
