Real Clear Politics nails just how flexible John Kerry's standards for military action are. Read the whole thing, but here's the short version: In 1997, he said that if the Security Council was unwilling to act, the U.S. should be prepared to act unilaterally.
Kerry's position is simple: Saddam is a "grave threat requiring the use of significant, preemptive, and unilateral military force," as RCP puts it, under a Democratic President. Under a Republican president, the threat is overstated.
