Who cares he offered to wager $10k in an effort to get a primary detractor to "put up or shut up"?
Who cares that the bet offered was $10k? It's not as if he was offering to bet with someone who could not bet $10k.
What matters is that he was willing to stake something of value and if he lost, he'd lose more than 10K, he'd lose his reputation or, at least, his reputation would be damaged.
Perry or whoever had taken the bet, on the other hand, would be up $10k if he took the bet and won AND they would be proven right and can keep saying what they were saying that generated the bet offer.
Since Perry did not accept the bet, I think he comes out the loser. If he was right about what he was saying, he should press his advantage. Since he didn't, it seems as if he was just talking trash.
