White House press secretary Jay Carney told reporters that the administration is almost certain that Syrian president Bashar Assad used chemical weapons on a “widespread basis,” but that it would wait for more information before determining a response.
“The fact that chemical weapons were used on a widespread basis against innocent civilians with tragic results is undeniable,” Carney said. “There’s very little doubt in our minds that the Syrian regime is culpable.”
He refrained from speculating what sort of response the United States would take if a United Nations investigation finds that Assad did launch the chemical attack. Along with Congress, the administration will consult with allies and international partners, but Carney was “not going to engage in hypotheticals about potential responses.”
