Kissinger calls for a multilateral approach, but he obviously believes that war is in the offing. Kissinger’s plan depends upon the possibility that the North Koreans have not made a fundamental decision to obtain a nuclear deterrent, and upon the hope that major summitry between America and China, can bring the Chinese in before the North starts reprocessing its plutonium. And then there’s that problem of verification, about which Kissinger says little. The Kissinger plan is worth a try, but the odds are against it.
