New Hampshire Ends Affirmative Action

The state legislature in New Hampshire has banned preferences and discrimination on the basis of race, national origin, sex, religion, and sexual orientation in all state agencies, including public higher education. Read all about it in this Chronicle of Higher Education story.

"Joan Tambling, director of human resources for the University System of New Hampshire, testified that the university system does not use affirmative-action preferences, although it does have hiring goals for women and minority members and takes steps to ensure it recruits diverse pools of applicants"

In other words, their university system uses a quota system of preferences based on race and gender.
