In today’s Pope Center piece, Jay Schalin and Duke Cheston write about North Carolina’s new regulatory agency for proprietary schools. I would expect it to be captured by (if it isn’t already a creature of) the non-profit sector, using its regulatory authority to hamper competition from for-profit schools.
