False Dilemma

In a Houston Chronicle op-ed, Ron Trowbridge argues that the usual notion that public colleges and universities must either increase tuition or get more state support is a false dilemma. Schools could and should lower their expenditures, and he suggests five ways they could do so, although there are many more. He is writing about Texas, but the same ideas apply across the country.
