Rajendra Pachauri, climatologist and chairman of the U.N.’s Intergovernmental Panel on Climate Change, has endorsed ambitious goals for cutting emissions.
Unless he passed some mail-order class of the “Draw Tippy” variety on matchbooks of yore, Pachauri remains an economist and a former railway engineer.
