Happy Anniversary, Clean Air Act

Over at the American.com site, I give two — but not three — cheers for the Clean Air Act, which observes its 40th anniversary this week. Hardly anyone noticed, even though the improvement in air quality is arguably the largest public policy success story in America over the last 50 years. Much more credit goes to serendipity than EPA regulation, but this point is also lost on just about everyone.
