The National Transitional Council, based in Benghazi, has declared a government, to be headed by Mahmoud Jibril — a prominent Libyan opposition figure who has met with Hillary Clinton recently, and, according to Wikipedia, was educated at Cairo University and the University of Pittsburgh.
