Third Explosion; Meltdown Likely; Evacuations Spread

The latest: After a third explosion inside Fukushima No.1′s  reactors, officials at the nuclear plant 140 miles north of Tokyo, said radiation levels at the plant were rising, and urged everyone within 18 miles of the plant to stay indoors.

The Japanese government is also warning that radiation levels “that can affect human health” have been detected near the plant.

Prime Minister Naoto Kan said that the risk of further leaks is “very high.”
