Herman Cain is already under a lot of fire concerning whether his 9-9-9 plan would unduly impact low-income Americans. (Example A: Ron Paul at the debate this week arguing that 9-9-9 was too regressive. If you’ve lost Paul …) Rick Perry is about to announce a tax plan centered on a flat tax, and is likely to face similar criticism. So it’s interesting that Mitt Romney, never a big fan of the flat tax, warned today during an Iowa town hall that a flat tax could hurt the middle class. “The flat tax has positive features,” Romney said, “but then again, you’ve got to make sure that it doesn’t raise taxes on middle-income Americans.”
