Herman Cain told Meet the Press yesterday that when he recommended putting an electric fence on the border, he was joking. But he made the claim a few times last week without any apparent joviality, according to NBC News. Without video of the speeches (which I haven’t seen around), it’s hard to know whether he was joking or is now backtracking.
