Here (at appendix A in this congressional testimony) is the Center for Equal Opportunity’s analysis of why the Justice Department’s policy in this area is legally unsound — that is, why a “disparate impact” application of Title VI of the 1964 Civil Rights Act cannot be legitimately used to equate language discrimination with national-origin discrimination.
