Santorum can do no worse than a tie in delegates. Michigan has 30 delegates, 2 for the winner of each of the 14 congressional districts, and 2 at large. Santorum has won the 1st, 2nd, 3rd, 4th, 6th, 7th, and 13th districts, and will get one of the at-large delegates. That gives him 15. Romney has 6 districts and probably 7 because he narrowly leads in the 5th district.
