Yes he does, according to a decision handed down by a union arbitrator in the case of Prof. Edward Larkin of the University of New Hampshire.

Larkin admitted to exposing himself in front of a woman and her child in a grocery store parking lot. Yet, despite its best efforts, the university was prevented from firing Larkin due to a clause in his union contract — a decision the UNH professors’ union applauded.
