It is standard procedure in delivering cash from U.S. government accounts to first record the serial numbers. Therefore, the USG will have evidence if those bills end up in terrorist hands. It is a certainty that the Treasury Dept. recommended recording the serial numbers. The question for the president is: Did he forbid that standard action?
