Admin Split

David Sanger has a piece in today’s New York Times about an emerging split within the Bush administration over our policy on Korea. According to Sanger, the hawks, led by Defense Secretary Rumsfeld, are hoping to team up with China to force regime change in North Korea. The doves, led by Secretary Powell, want to reassure Kim Jong Il that they have no intentions of displacing his regime. By offering economic incentives and security guarantees, the doves hope instead to lure the North Koreans into surrendering their nuclear weapons and allowing intrusive inspections.
