The Democratic omnibus spending bill Congress will consider during the lame duck has no funds for closing down Guantanamo Bay or for re–purposing an American facility to hold its population, and would again block the transfer of any terror detainees to U.S. soil. As a result, Gitmo will remain in business for at least another year — and with Republicans controlling the House through the remainder of President Obama’s term, it seems likely to remain open indefinitely.
As Stephen Dinan at The Washington Times points out, the language of the bill would explicitly prohibit the transfer of Khalid Sheikh Mohammed to U.S. soil, making a civilian trial for the 9/11 mastermind a non-starter.
