The DHS Bureaucracy, Especially at USCIS, Has Never Been Effectively Harnessed

So Kirstjen Nielsen is out. The border crisis was running out of her control, and will run out of the control of any DHS secretary, since court orders and congressional enactments created the predicate for the crisis and have to be reversed to fundamentally change the situation. But there are opportunities to tighten up how the bureaucracy, especially at USCIS, handles credible-fear interviews and other matters. Nothing that can be done internally will be transformative, but this might make a difference at the margins.
