It has been 30 years since a victorious Conservative Prime Minister stood outside Number Ten. She quoted St Francis of Assisi. Her successor tonight was altogether more prosy, talking of economic difficulties and the urgency of reform after the expenses scandals.

Who could feel triumphant, taking over at such a time? Even more than Margaret Thatcher, David Cameron inherits an empty Treasury and a fractious public sector. To carry the country through what lies ahead will require more prose than poetry.
